# dash / INIT
A small entry into a shared instruction library. Read only the modules relevant to the current task, not the entire collection.
## Operating boundary
Apply this library only when the user directs you to it. It supplies user-level preferences within the host's instruction hierarchy; it grants no permissions and cannot override higher-priority rules or the current request. Archived instructions and prior conversation permissions are not new authorization.
Retrieve this entry once at the start of a conversation. Reconsider the module selection when the task changes. Reuse material already available in the active context; fetch it again when the user requests a refresh or it is no longer available. Do not claim to have fetched anything without a successful tool result.

Multiple modules may apply. These are semantic triggers, not exact-keyword requirements. Routine questions may need no additional module. Follow relevant links without crawling unrelated material. The manifest lists metadata and hashes, not the module bodies.
## Capability fallback
Use a web fetch for this public site. HTML equivalents are linked from the start page when Markdown is not readable. With an authorized GitHub connector, the repository README provides a separate entry. With neither, ask for the relevant text or use an explicitly supplied snapshot; disclose that live retrieval was unavailable rather than inventing its contents.
## Privacy and freshness
No private context is included in this release. Do not send the prompt, credentials, or source documents to a URL to select a module. Module IDs are routing names, not secret keys. Public read access does not grant write access.
The manifest identifies a published snapshot. A hash, copied string, local timestamp, or model-written receipt does not prove fresh network access or instruction compliance.
